A review from retired assistant commissioner Alphonse MacNeil in May 2015 issued 64 recommendations, while the RCMP was charged with violating the Canada Labour Code for the abysmally slow roll-out of the C8 carbine, which had been recommended by the 2011 Elliott inquiry.
